ITEM:  Permit Extensions

Appl. #00-35P – Redland Brick

Jeff explained to the Commission that this application was originally for a mining permit and was a conservation application, not a wetland application.  This application has nothing to do with the violation which occurred on East Hartford Sand & Gravel.

Motion to:      extend the permit for appl. #00-35P – Redland Brick Inc., 1440 John Fitch Blvd. – Conservation application for a site plan to expand the clay mining operation located easterly of John Fitch Blvd and northerly of Strong Road, (Assessor’s map #86, parcel #2) RR & I zone.

ITEM:  Correspondence & Reports

Chairperson Warren told the Commission that Commissioner Grace has resigned from the commission.  The Democratic Party has two people in place to replace both Commissioner Grace and Commissioner Wasik.

ITEM:  Minutes

The September 28, 2005 minutes were all approved by general consensus of the Commission.


ITEM:  Conservation Commission

Jeff explained that during the rain period there was damage done on some areas in town.  

VMP

The coconut logs that were lining the stream bank have stayed in place, but are under water.  Water had gone over the top of the stream bank and a sand bar on the grass had formed.  Repairs will have to be made in the spring as well as a riparian planting will be placed from the lip of the bank and go inward about 30 feet and will not be moved.

Michael Donnelly Preserve

Because of the flow of the water, boardwalks had moved laterally.  The floating bridge was fine.  Short term solution will be to place cinderblocks under the boardwalks and leaving them in place.  The entry onto West Road will need extensive work and there will also be some thought about raising the bridge up.

Jeff also stated that the construction sites in town held up remarkably well.  

ITEM:  Wetland Officers Report

Evergreen Walk – Rain gardens

Commission members had a discussion regarding the rain garden monitoring reports.  There will be an opportunity to request for these reports in the phase II of the Evergreen Walk development.  Jeff explained that of what has been established for Evergreen Walk, 60% of the rain gardens have had to be altered, some with underdrains constructed at the bottom of the rain gardens.

ITEM:  New Business

Appl. #05-62P – DST Output

Mr. Galen Semprebon from Design Professionals, Inc. came before the Commission to represent this application.  He explained that this application is to allow disturbance of the upland review area totaling 57,075 square feet in order to accommodate 506 parking spaces.  Although the number of parking spaces required by the zoning regulations is 577, waivers will be sought from the Planning & Zoning Commission.

Answering questions from the Commission, Mr. Semprebon explained that the basin is working well.  There is quire a bit of water level fluctuation in the pond.  The original design of the swale was for an infiltration basin, but because it never worked as an infiltration basin, it was permitted as a detention basin.

Jeff stated that there is minor work within the upland review area, but the site is flat and sandy.  Perimeter erosion controls will be the only necessary measure.

Motion to:      approve with conditions appl. #05-62P – DST Output – 125 Ellington Road – IWA/CC application for a modification to an existing permit to expand parking facilities on property located at 125 Ellington Road, I-291 Corridor zone.

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

3.      The permit is valid for five years and shall expire on October 19, 2010.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

5.      A contact person shall be identified on the plans.

Beech trees to be located and mapped on the plans.

Installation of plantings in the swale to be supervised by the consulting Environmental Scientist and should not be planted until weather permitting

East of the existing detention basin should be mowed only once every two years.

We recommend a bond in the amount of $5,000 be submitted to the Planning & Zoning Commission to ensure compliance with the Erosion and Sedimentation Control Measures.

We recommend a bond in the amount of $10,000 be submitted to the Planning & Zoning Commission to ensure establishment of the swale and plantings.

Appl. #05-63P – DBB Management

Ms. Karen Isherwood from Design Professionals, Inc. came before the Commission to represent the owners of the property, Patrick & Lynn Brennan.  The company, Hartford Truck Equipment, currently operates out of 67 McGuire Road.  They have outgrown this parcel and would like to expand the business to 59 McGuire Road.  A private driveway is to be constructed through easements granted from a different owner and will provide access directly to Rte. 5.  Granting of this application will free up the paved area up front for customer parking, on the north end of the building there will be work done with the pavement to allow a few spaces and provide a much larger area for storage of equipment.  There will be 6 or 7 spaces just north of the building and 25 spaces to the rear.  These activities will create just over ½ an acre of disturbance to the upland review area.  Erosion and sedimentation control measures being taken are silt fence down gradient of all disturbed areas, silt fence around stock pile areas, and an anti track entrance pad.

Answering questions from the Commission Ms. Isherwood explained that the parking lot was graded with a high point which will drain to curbing or a berm and will allow for longer travel time.  

Jeff stated that there should not be high volume fluids because the area is more for storage then it is for customer parking.  Standard perimeter control measures are more than enough for this site.

Motion to:      approve with conditions appl. #05-63P – DBB Management – 59 and 67 McGuire Road – Conservation application for the construction of an access drive and outdoor storage area on property located at 59 and 67 McGuire Road, General Commercial “GC” zone.

Conditions:

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

ITEM:  Old Business

Appl. #05-46P – Executive Court

Commission members discussed in length the conditions they would like placed on this application.

Motion to:      approve with conditions appl. #05-46P – Executive Court – IWA/CC application for a re-subdivision of 38+ acres of property to create 17 lots, stormwater structures, and associated improvements on property located at L012 Governor’s Highway, on the easterly side of Nutmeg Road North and northerly side of Governor’s Highway, I zone.

Conditions:

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

3.      The permit is valid for five years and shall expire on October 19, 2010.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

5.      A contact person shall be identified on the plans.

6.      A control plan to eliminate the fragmites on the site shall be added to the
       plans.

7.      The deep water edges of the basin shall be modified to provide more shallow water area for appropriate planting.


8.      Shallow water edges shall be planted with appropriate plantings as approved by town staff.

9.      A wetland planting plan will be developed by the Environmental Consultant and reviewed and approved by town staff.

10.     We recommend a bond in the amount of $5,000 be submitted to the Planning & Zoning Commission to ensure compliance with the erosion and sediment control measures.

11.     We recommend a bond in the amount of $15,000 be submitted to the Planning & Zoning Commission to ensure establishment of wetland plantings and mitigation.
